Hajj 2024 Policy update

  1. Hajj Policy Announced for Hajj 2024, Total Quota for Pakistan for hajj 2024 is 179,000

  2. Overseas Pakistanis can participate in Hajj 2024 under sponsorship scheme. Apply for Hajj 2024 with Arqem Hajj, you will not need to come to Pakistan or physically submit your passport. Like previous years our Hajj Package for Hajj 2024 will be announced soon with following salient features.

Islamabad, November 17, 2023 - Pakistan's Caretaker Minister for Religious Affairs, Dr. Aneeq Ahmed, announced the Haj Policy 2024 on Thursday.
 

Key Takeaways from the Press Conference:

  1. Overseas Pakistanis can participate in both Government Hajj and Private sector Hajj under a sponsorship scheme, with payments accepted only in US dollars.

  2. Saudi authorities have granted Pakistan 179,000 Hajj seats, with half allocated to Private Hajj operators and the other half to the Government Hajj Scheme.

  3. Islamabad and Lahore airports are being included in the 'Road to Makkah' project, streamlining Saudi immigration procedures.

  4. Private sector Hajj Packages will soon be announced

  5. For the Government Hajj Scheme this year, two packages have been announced: a 25-day short package and a 42-day long Hajj package.

  6. Applications for the Government Hajj will be accepted from November 27 to December 12, 2023.
     

CII's Stance on Women Performing Hajj:

  • The Council of Islamic Ideology (CII) clarified its stance on women performing Haj without a mehram, permitting it under certain conditions.

  • According to the CII, under Hanafi and Hanbali jurisprudence, Haj is not obligatory for a woman if a mehram is not available. However, according to the Jafria, Maliki, and Shafi’i schools of thought, a woman can perform Haj without the company of a mehram, subject to certain conditions.

  • The CII further elaborated that, according to the jurisprudence of Jafria, Maliki, and Shafi’i, a woman can proceed for Haj if there is a reliable and able female in the group, with the permission of her parents or husband in case of being married.

  • The CII suggested that the Ministry of Religious Affairs investigate and grant permission for lone female pilgrims accompanied by reliable group members.

Hajj expenses are expected to be the same in terms of USD and Saudi riyal as last year. The Hajj package price in Pakistani rupees will be determined by the exchange rate at the time of payment.

Update: 10th March 2023 | News

HAJJ Policy 2023 for Pakistani Pilgrim  was announced by Minister of Religious Affairs and Interfaith Harmony Mufti Abdul Shakoor on Friday 10th March 2023. Following are key takeaways from his announcement .

  •  179,210 pilgrims Will perform Hajj From Pakistan this year. Hajj Quota is distributed 50:50 ratio between Govt Sector and Private sector Hujjaj.

  • 50% of Hajj quota is allocated for Overseas Pakistani sponsorship program in both Private sector (HGO) and govt sector hajj.

  • Hajj cost this year will increase substantially. due to following reasons.

    • This year Hajj quota has been restored to that of  2019 hajj,  more than 3 million pilgrim are expected to perform hajj in 2023. Total no of Hajj Pilgrims that performed Hajj in 2022 were 1 million. Prices of Makkah and Madinah Hotels Accommodation, Transport, Maktab, etc as compared to 2022 are expected to increase substantially due to increase in demand.

    • Due to expansion plans of Saudi Govt a large no of Hotels Buildings and accommodations of all category In Makkah and Madinah have been ordered to evacuate.

    • Tax within Saudi Arabia is increased.

    • Like all countries Saudi Arabia is also facing high level of inflation in price of fuel, food, electricity, and everyday items.

    • Massive devaluation of Pak Rupee. 

  • Hajj Booking is expected to begin from 16th March till 31st march 2023.

HAJJ Policy 2023 for Pakistani Pilgrim  approved by federal cabinet, Hajj policy to be announced on Friday, 10th March 2023 

Update: 6th March 2023 | News

Federal Minister for Religious Affairs Mufti Abdul Shakoor held an important meeting with Finance Minister Senator Muhammad Ishaq Dar in Finance Division regarding Hajj Policy 2023.

 

Special Assistant for Finance Mr. Tariq Bajwa, Special Secretary Finance, Additional Secretary for Religious Affairs Syed Attaur Rahman, Joint Secretary Haj Aftab Muhammad Khan and other senior officers participated in the meeting.

 

In the meeting, the proposed policy of Hajj 2023 was informed and it was said that more than 179,000 Pakistanis are scheduled to go on Hajj this year. Federal Minister for Religious Affairs Mufti Abdul Shakoor informed the Finance Minister about some issues related to foreign exchange and Cooperation sought.

The announcement of the Hajj policy is subject to the approval of the federal cabinet this week. Receipt of Hajj applications is likely to start from March 13.

 

This year, there will be no age limit for Hajj this year, People of all ages will be able to perform Hajj

Hajj & Umrah Conference 2023 was held in Jeddah from 9th Jan till 12th Jan 2023, the event was hosted by Ministry of Haj Saudi Arabia. following information relevant to Hajj 2023 was announced.

  •  MOU between Saudi and Pakistan Govt was signed total 179,210 Pilgrims will perform Hajj From Pakistan.

  • 65 Years Age limit has been removed

  • All Pilgrims must be vaccinated with Covid, Meningitis vaccine.
